Refugees Welcome to the Arctic

• Norge bryter menneskerettslige forpliktelser ved å sende ut asylsøkere til Russland uten individuell realitetsbehandling av søknader.
• Hasteutsendelser av asylsøkere til Russland må stanses umiddelbart.
• Det må være demokratisk innsyn i prosesser omkring vedtak og utsendelser.
• Refugees Welcome to the Arctic oppfordrer personell til ikke å bidra til urettmessige utsendelser.

Refugees Welcome to the Arctic er en aksjonsgruppe innen bevegelsen Refugees Welcome to Norway. Gruppa er opprettet for å dokumentere og protestere mot utsendelsesaksjonen av asylsøkere som er ankommet over grensa fra Russland.

De siste dagene har en rekke asylsøkere blitt hentet fra mottak flere steder midt på natten og sendt til Vestleiren ved den russiske grensa for videre utsendelse. Dette er personer som ikke har fått sine asylsøknader individuelt realitetsbehandlet i Norge, slik de har rett til.
Blant disse asylsøkerne er det også personer som ikke har gyldig opphold i Russland og som derfor risikerer videre utsendelse fra Russland, også tilbake til opprinnelsesland der de står i fare for forfølgelse og straff.

Fredag slo FNs høykommissær for flyktninger fast at Norge bryter menneskerettighetskonvensjonen og internasjonale asylregler ved å sende asylsøkere tilbake uten individuell realitetsbehandling av søknader.
Svakhetene i det russiske asylsystemet er velkjent og tilbakesending innebærer en reell trussel mot utsendte asylsøkeres rettigheter og i verste fall tilbakesending til tortur, forfølgelse og død.

Norge bryter på denne måten sine menneskerettslige forpliktelser og sender ut flyktninger til uvisshet. Det er spesielt betenkelig at dette gjøres som en hasteaksjon uten innsyn fra offentligheten. Dette kan vi ikke se på som enkeltpersoner og samfunn. Vi ber derfor regjeringen om å stanse uttransporteringene umiddelbart, slik at asylsøkerne kan få behandlet sine saker individuelt, slik de har rett til. Vi krever offentlig innsyn i prosessene rundt utsendelser. Vi oppfordrer også bussjåfører, polititjenestemenn og andre til å nekte å delta i denne urettmessige utsendelsesaksjonen.

REFUGEES WELCOME TO THE ARCTIC

Deporting asylum seekers to Russia without an actual consideration of their individual asylum applications, is a breach of Norway’s Human Rights obligations.

• Hastened deportations of refugees to Russia must stop immediately.
• The processes pertaining to decisions and deportations ought to be transparent and democratic – allowing public scrutiny.
• Refugees Welcome to the Arctic urges staff to not contribute towards illegal deportations.

Refugees Welcome to the Arctic is a campaign group within the movement Refugees Welcome to Norway. The group was established in order to document and protest against the returns of asylum seekers who have entered Norway by crossing the Russian border.

In the last few days, a number of asylum seekers have been collected in the middle of the night from reception centres in various locations, and sent to Vestleiren (Western Camp), situated by the border with Russia, awaiting deportation.

These are people whose application for asylum have not been considered or processed on an individual basis, as is their right. Amongst the asylum seekers in question, there are persons who do not have legal residency in Russia, and who therefore risk being deported out of Russia and into their country of origin, where many will be in danger of persecution and starch punishment.

Last Friday, UNHCR stated that Norway, by returning asylum seekers without actual and individual consideration of their application for asylum, is in violation of the Human Rights Convention, as well as International Asylum Regulations.

The deficiencies of the Russian Asylum system are widely known, and deporting the asylum seekers to Russia hence constitutes a real threat to asylum seekers rights and wellbeing. At the very worse, deportation may lead to torture, persecution and death.

By deporting asylum seekers to Russia, Norway is currently in violation of its human rights obligations, and deporting refugees to an uncertain future.

What is truly a matter of concern, is that the deportations are being done in haste, without public information of the processes.

This we, as individuals, and as a community, cannot allow.

We therefore request that the Norwegian government stop these deportations immediately, so that the asylum seekers will have their applications considered individually, as they are entitled to.

We demand public insight into the deportation-processes.

We also urge buss drivers, police staff and other personnel to refuse to participate in these illegal deportations.
